Blaise® licensing is designed for those with ongoing computer-assisted interviewing (CAI) work. Evaluation licenses are offered for limited use, limited term testing purposes to enable organizations to explore the capabilities of Blaise. For a limited time, special introductory Blaise Component Pack (BCP) licensing is available to assist organizations in evaluating and testing the BCP. Blaise Internet Services (BlaiseIS) evaluation licensing is also available to current Blaise licensees.
Westat is the authorized licensor of Blaise Software in North and South America under authorized licensing terms and prices. Blaise Software is produced and owned by Statistics Netherlands.
Actual license fees are provided in license fee quotes. To request a quote, complete the Blaise Software Quote Request Form indicating the user’s Blaise usage needs. While the information below is believed to be accurate, Westat reserves the right to correct or modify these fees when issuing license fee quotes.
Blaise license fees are based on the numbers of application users and developers, defined as follows:

Web Note: As described above, Blaise licensing is usage-based: License terms and fees are based on the type and amount of use to which the system is put by the licensee rather than only by the particular portions of the Blaise Software delivered to the user. If Application Users are accessing Blaise through the Internet (Web), BlaiseIS pricing applies whether or not the licensee uses all, some, or none of the BlaiseIS software. When BlaiseIS is used for applications such as telephone interviewing or networked data entry, CATI/CADE application user licenses are required.
Blaise licenses are issued for 1 year. An invoice for license renewal will be sent automatically for another year unless the customer informs Westat of nonrenewal at least 30 days before the license is due to expire. The right to use the software expires if the license is not renewed.
Most organizations will benefit from the Corporate Licensing Plan (see below). However, for small-scale and short-term use, this Regular Licensing Plan is provided. A maximum of 100 CAPI and CATI/CADE (combined) application users are permitted under the Regular Licensing Plan. For greater than 100 application users, a Corporate License must be obtained.
The Regular Licensing Plan covers smaller-scale research use of computer-assisted Interviewing (CAI). This research is typically done in clinics and centers with a lower volume of subjects interviewed and shorter duration of data collection.
The Regular Licensing Plan entitles the customer to the following:
Under the Regular License Plan, license fees for the Basic Blaise System and the optional BCP depend on the number of developers and the number of application users, as defined above. The BCP is considered a global add-on option to the Blaise license, and when this option is selected, the license fees for all developers and application users are "with BCP" fees.

The Corporate License Plan is designed for organizations requiring 25 or more usage units as calculated below and at higher levels is designed to serve organizations with large-scale, enterprise-level computer-assisted interviewing (CAI) work. A corporate license may be issued with or without the BCP. The BlaiseIS add-on is licensed separately as described below.
The Corporate License Plan entitles the customer to the following:
Corporate licensees with usage levels above 50 usage units are eligible to participate in the Blaise Corporate License User Board (BCLUB) organized by Statistics Netherlands.
BCP applies to the entire license. If any usage includes BCP, the corporate license fee is considered "with BCP".

When added to a regular license or a corporate license, a BlaiseIS license permits the installation and use of BlaiseIS on online Web servers for web-based interviewing or the development of web-based interviewing systems. BlaiseIS software supports simultaneous interviewing sessions in page-based mode and email surveys in scroll-based mode. Included with the server license is authorization for a specified number of backup servers that are not online except when the production or development servers are offline. BlaiseIS license fees also apply when the Blaise system, with or without BlaiseIS software, is used for web-based work. BlaiseIS can be included with a non-BCP or BCP license. When web interviewing is being conducted without using BlaiseIS, a BCP license is required.
Pricing for production and/or development servers, where each server has a single CPU processor, is as follows:
