Debating the Use of Evidence to Guide Public Policy: Stephen Bell at 2019 International Conference

Can empirical evidence be used to reliably guide public policy in a rapidly changing world or must reliance be placed on other criteria, such as constituent views or civic values?  Stephen Bell, Ph.D., a Westat Vice President and Senior Statistical Fellow, will take part in this debate at a plenary session of the 2019 Association for Public Policy Analysis & Management (APPAM) International Conference in Barcelona, Spain, on July 29, 2019.

The conference is inspired by new and emerging global challenges that warrant pragmatic and evidence-informed policy responses.

Dr. Bell will debate Brooks Bowden of the University of Pennsylvania during the following session:

Evidence-Based Public Policy in an Era of Rapid Change:  Is it Feasible? . . . Or Must We Turn to Reasoned Policy by Other Means?
