Westat Begins a 3-Year Study of Family Caregiving


Westat is conducting an outcome evaluation of the Older Americans Act Title III-E National Family Caregiver Support Program (NFCSP) for the Administration for Community Living/Administration on Aging (ACL/AoA). The evaluation will help guide ACL policy, planning, and program development in response to the growing importance of family caregiving in an aging society.

Westat is collecting longitudinal data from a nationally representative sample of NFCSP caregivers, care recipients, and a matched comparison group of caregivers not receiving NFCSP services.

Westat’s analysis of the survey results, in conjunction qualitative data collected in a prior phase of the evaluation, will assist ACL/AoA to answer a range of research questions, including

  • What types of organizational structures and approaches for delivering NFCSP services are associated with the optimal participant-level outcomes?
  • To what extent are services targeted to those in the most economic and social need?
  • To what extent do NFCSP caregivers receive other home- and community-based support and services? What is the relationship among NFCSP services and other services that caregivers and care recipients received? How do caregivers who receive NFCSP support gain access to these non-NFCSP services?
  • To what extent do NFCSP caregivers’ outcomes differ from those of caregivers who do not receive support and services from the NFCSP?
