How do state health systems compare?

Comparing state health system performance

People’s ability to access healthcare, the quality of care they receive, and the outcomes they are likely to experience vary based on where they live. Improving performance by reducing variation across states and disparity among groups within each state requires a data-driven performance assessment framework.

Westat supports a series of Health System Scorecards to evaluate how well healthcare systems are working in each state. The Scorecards evaluate states on 40+ indicators of healthcare access, quality, efficiency, and outcomes.

We recently developed a new Scorecard on Health System Equity that offers a comprehensive look at racial and ethnic disparities in healthcare in each state.

Scorecard reports are published annually, drawing on data collected from numerous sources, including federal surveys, vital statistics, and administrative claims.

Westat conducts all data management and analysis, drafts the annual Scorecard report, and supports data visualization for this project. 

The public reporting tools—the Scorecards and the Health System Data Center—supported under this project offer comprehensive assessments of health system performance in each state.

These nationally recognized tools provide performance benchmarks and improvement targets that are used to prioritize state and federal policymaking.

Project staff frequently brief state and federal policymakers on Scorecard findings, and the reports are regularly cited in the media.
