Overview

Ann E. Webber is a Principal Research Associate with 25+ years of experience conducting technical assistance and evaluation for education programs. Her work includes policy issues from preschool to postsecondary education, and she knowledgeable on a wide range of federal education programs. She has directed technical assistance and evaluation contracts, leading work in data collection, analysis, and reporting. Webber has expertise in the areas of performance measurement, school reform, child assessment, and quantitative and qualitative data collection and analysis. Her work on longitudinal education studies has included statistical analyses, site visits, and report writing.

Webber is Project Director for ED’s Title II, Part A Use of Funds Study and Analytic Support contract leading the conduct of annual surveys of states and districts about the use of Title II-A funds, involving a nationally and state-representative sample of over 5,000 districts. Technical support also includes data quality reviews of state data collected through EDFacts. She also serves as Deputy Project Director on projects to improve outcomes of students with disabilities who receive instruction in general education classrooms and to evaluate policies, programs, and strategies to support English learners.
