William D. Frey

Vice President & Practice Director

William D. Frey, Ph.D., is a Vice President and Practice Director for Social Policy and Economics Research. He is a senior executive with 40+ years of experience managing research contracts for a wide variety of federal agencies. He manages a portfolio of research involving educational or social interventions or demonstrations, policy and program evaluations, and development of measurement scales.

Dr. Frey’s particular expertise concerns nationally significant studies that affect the lives of people with disabilities. He has directed projects that measure disability, evaluate programs for underserved and low-income populations, and survey disability in communities, health care settings, and schools. One of Dr. Frey’s primary projects is to implement and evaluate a demonstration study on the effects of offering evidence-based services to people with mental illness who have been denied Social Security disability benefits. He frequently participates on panels and committees addressing disability-related issues.
