Approaches to Evaluating a Federal Diaper Distribution Pilot

The Diaper Distribution Demonstration and Research Pilot (Diaper Distribution Pilot) aims to address diaper need and enhance economic security for families with lower incomes. Launched by the Office of Community Services in 2022, it is the first federally funded diaper distribution program. The initiative currently funds 21 grant recipients to distribute diapers and refer families to social support services like housing and childcare.

For the Office of Planning, Research, and Evaluation (OPRE), Westat and its partners, Public Profit and Dr. Jennifer Randles, study and document grant implementation and participant outcomes. OPRE has just released a new evaluation design report that details the team’s approach to evaluating the Diaper Distribution Pilot. The Diaper Distribution Demonstration and Research Pilot Implementation Evaluation Design Report describes the design of each study component, including the research questions, data sources, data collection procedures, measures, and analysis plans. OPRE has made this plan public to help address the high demand for information about this exciting pilot program and preview the findings the team will share as the evaluation progresses.
