Vice President & Practice Director

Patrick J. Coleman, who joined Westat in 2018, is a Vice President and Practice Director for Behavioral Health and Health Policy. The unit focuses on a broad range of research issues pertaining to collecting and analyzing data to track the epidemiology of behavioral health crises, such as the opioid epidemic, and evaluating the Children’s Mental Health Initiative. The unit’s research supports innovative health care delivery and organization, alternative Medicare and Medicaid payment methods, quality of care measurement, and health care services delivery and disparities. This work also examines crucial issues in criminal and juvenile justice, child welfare, and how regulating tobacco products affect behavior and health.

Clients include the Substance Abuse and Mental Health Services Administration, among several agencies within the U.S. Department of Health and Human Services. These include the Administration for Children and Families, the Children’s Bureau, the Agency for Healthcare Research and Quality, the Centers for Medicare and Medicaid Services, the Food and Drug Administration, and the U.S. Department of Justice.
