The Preschool Environments Toolkit, developed by Westat for the IDEA Data Center (IDC), helps inform state and local education agencies (SEAs and LEAs) on the process of collecting and reporting data about where preschoolers with disabilities are receiving services. This information, which must be reported each year to the U.S. Department of Education, Office of Special Education Programs, helps inform overall program improvement.
