Kevin Baier, PhD, is an economist and Principal Research Associate for Education and Social Policy with more than 14 years of experience in data management, program evaluation, and econometric analysis. He leads complex data management and analytic efforts for large-scale survey and administrative data and has extensive experience designing and implementing rigorous evaluations.

His work spans impact and outcome evaluations of workforce development initiatives, public assistance programs, healthcare utilization, and consumer behavior data. He has conducted analyses examining policy effects on employment, consumption, and access to services, including evaluations of workforce training initiatives, nutrition assistance programs, and public health coverage.

Baier has deep experience working with large secondary data sources, including census, healthcare, and social services data. He is skilled in conducting analyses within randomized controlled trials and quasi-experimental research designs and applies advanced analytic techniques, including machine learning (ML) and artificial intelligence (AI) methods, to address complex research questions.

In addition to his technical expertise, Baier is a key contributor to reports, briefs, presentations, and peer-reviewed publications. He is highly proficient in Python, R, Stata, and SAS, and is recognized for his strong data analytics capabilities and application of quantitative methods.
