Overview

Terry Moore, MPH, is Westat’s Vice President of Innovation and Quality. She oversees strategic program and project management excellence and quality, ensuring the successful delivery of projects and programs to our clients. Prior to joining Westat, Moore directed business development and strategy, and led teams of health services researchers in delivering high-quality research services to federal clients, including AHRQ and CMS.

Moore’s research focus has been on enhancing the well-being of older adults through the assessment of nursing home quality and the development of quality measures for long-term and post-acute care settings. She has worked on many types of projects, including mixed-methods evaluations, program implementations, and community engagement work.

Moore has extensive experience in both the public and private sectors, having served as Senior Vice President at Westat Insight (now Westat), Vice President of domestic health policy at Abt Associates, and as a nurse consultant and health insurance specialist for the HCFA (now CMS).

She is a fellow of the Gerontological Society of America and on the editorial board of its Public Policy & Aging Report.
